Story: Ray Bailey grew up with his father in a small village. He was known to be strong but also a little on the slow side. His father being a fisher meant that Ray would also start working as a fisher, but on his first job on the sea, his father was killed in a storm that also wrecked the ship [1].

After the death of his father, Ray contacted his mother at StormWatch Neuro Science Division. Apparently she got him into the StormWatch training program, and later became a StormWatch operative with the codename Undertow [1]. Bailey stayed with StormWatch until Henry Bendix fired most of the heroes when he reorganized the teams [2].

Undertow was killed in his apartment shortly after by agents of the U.S. government. Someone in the top of the administration wanted to tell StormWatch that they were unwanted on U.S. soil [3].
